Is There a Need for a SPBE Law?



SPBE or Electronic-Based Government System is a government administration that utilizes information and communication technology to provide maximum service to the community.

The main objective of SPBE is to realize clean, effective, transparent and accountable governance.

Currently, the Electronic-Based Government System or SPBE is under the legal umbrella of Presidential Regulation No. 95 of 2018. This Presidential Regulation has been running for at least 4 years, then is it necessary that the SPBE implementation is under a stronger legal umbrella such as a law?

Assistant Deputy for Policy Formulation and Coordination of SPBE Implementation, Cahyono Tri Birowo explained, in Presidential Decree No. 95 of 2018 there is already a desire regarding the discussion of the SPBE Bill, but to achieve it you need to go through a long way.

"In the Presidential Decree on SPBE there is already a clue that there will be a Bill on SPBE, but the process to achieve that goes through a long process and mechanism with parliament," said Cahyono when giving a statement on the MID Podcast.

Furthermore, Cahyono also explained that the continuation of the SPBE had been proposed by the Regional Representative Council (DPD).

"In fact, the one who initiated this to continue was the Regional Representatives Council. We had a meeting with the DPD and they proposed a digital government law for the National Legislation Program," he continued.
